Assistant Finance Director (Revenues) - City of Springboro



Essential Duties and Responsibilities: (Not All-Inclusive)


             The Assistant Finance Director assists the Finance Director with supervising and administering all finance operations within the City with an emphasis on the revenue (collections) aspect of the City’s finances. 

             Would potentially act as Finance Director in absence of Finance Director.

             Administers city-wide collection of revenues while ensuring all collections are properly recorded and balanced.

             Helps to foster good community relations by providing customer service.

             Conducts reviews of city income tax returns for accuracy according to established procedures.

             Supervises Tax Department, Customer Service Manager, and Utility Billing staff, providing general direction for the departments.

             Assists with the administration of the city-wide collection of municipal income tax; advises taxpayers and tax preparation individuals regarding income tax issues.

             Approves all refunds, and consistently searches for methods (online or otherwise) which would streamline processes from a tax perspective.

             In order to streamline processes, conducts research to locate delinquent accounts, and consistently reviews procedures to determine dollar amounts worthy of collection efforts.

             Continually reviews customer service options to provide streamlined collection alternatives.

             Represents City in tax and utility collection related professional organizations.

             Works directly with Auditors during annual audits on an as needed basis.

             Performs other duties as may be assigned.

Qualifications

Employee must have a knowledge of modern office practices and procedures and computer related software, such as Microsoft Word, Excel, Power Point, Outlook. 

Must be able to consistently deliver quality customer service for both external and internal customers.  Must have the ability to communicate concisely and clearly with other City employees and the general public.  Must have the ability to carry out detailed but basic written and/or oral instruction.  Must have ability to complete routine work forms.

May be required to lift 30lbs+/-, bend down, reach up, but generally will be working in an office environment utilizing a computer, calculator, copy machine, telephone, etc.

May be required to work on weekends and outside of normal working hours.

Employee should have experience in one or more areas related to the position; including, but not limited to; general business practices, general finance, bookkeeping or tax payments or collections.

At a minimum, must have completed Bachelors Degree with coursework in business, bookkeeping and/or general finance, OR at least three (3) years experience in tax payments or collections.

Must demonstrate excellent interpersonal skills, a commitment to the overall mission of the City and a cost conscious approach to assigned tasks.  Must possess and maintain a valid State of Ohio Driver’s license.

Tax Clerk - City of Springboro

General Statement of Duties The Tax Clerk is responsible for the collection, recording, custody and depositing of City tax funds. Essential Duties and Responsibilities: (Not All-Inclusive) • Assists the Tax Administrator in collection of tax payments by recording collections; and advising taxpayers and tax preparation individuals regarding income tax issues. • Conducts reviews and audits of city income tax returns for accuracy according to established procedures. • Conducts research to locate delinquent tax accounts. • Helps to foster good community relations by providing customer service. • Provides clerical support to the Tax Department. • Opens mail and performs office duties such as: answers phones, making copies, etc. • Performs other duties as may be assigned.

Qualifications

Required Knowledge, Skills and Abilities: Employee must have knowledge of modern office practices and procedures and computer related software, such as Microsoft Word, Excel, Power Point, Outlook. Employee must have ability to familiarize themselves with local income tax ordinances. Must have the ability to communicate concisely and clearly with other City employees and the general public. Must have the ability to carry out detailed but basic written and/or oral instruction. Must have ability to complete routine work forms. May be required to lift 30lbs+/-, bend down, reach up, but generally will be working in an office environment utilizing a computer, calculator, copy machine, telephone, etc. May be required to work overtime on weekends and outside of normal working hours. Acceptable Experience, Training and Additional Requirements: Employee should have experience in one or more areas related to the position; including, but not limited to; general business practices, general finance, bookkeeping or tax payments or collections. At a minimum, must have completed two-year degree program with coursework in business, bookkeeping and/or general finance OR at least five (5) years experience in tax payments or collections. Must demonstrate excellent interpersonal skills, a commitment to the overall mission of the City and a cost conscious approach to assigned tasks. Must possess and maintain a valid State of Ohio’s Drivers license.
