The Building and Zoning Division of the Department of Public Works promotes the health, safety and welfare of the present and future citizens of the City of Springboro through the enforcement of codes, ordinances and regulations.

The Building Division is responsible for all activities associated with the construction of residential and commercial structures. The division examines plans, issues construction permits and inspects construction and repairs to all commercial and residential structures. The Building Division staff is also available to answer building related questions. Permits are required for new construction, additions, alterations, finished basements, remodeling, swimming pools, accessory structures, decks, sheds and fences. The purpose to requiring building permits is to provide minimum requirements to safeguard the citizens against faulty construction. The Ohio Board of Building Standards regulates the codes for the construction of one, two, and three family and commercial structures. The Building Department is state certified to inspect all types of construction. The Warren County Plumbing Department handles all plumbing related issues for the City of Springboro.

The International Property Maintenance Code governs property maintenance in the City of Springboro. Code Violations should be reported to Tad Stoll, Chief Building Official (CBO) at 937-748-5780.

The CBO also aids the general public in issues pertaining to the zoning of a parcel of land in Springboro and what can be done on the property. This would include setback requirements for new construction, accessory structures, decks, patios, porches and room additions. The CBO would also handle the location and height for fences, the location and size of accessory structures and the size, design and location for proposed signs.
